Germany have always been the big leading country in developing and producing Best quality optics. During the first 45 years of the last century big advances was made to make better and better optics. The role of the Binocular was of course much more important then as they didnt have any radar, sattelites or other advanced survilence equipment but had to rely on quality binoculars.
